The Inner City Basic Services Project is a project of the Government of Jamaica funded by a US$29.3 million loan from the World Bank with counterpart funding from the Government of Jamaica of US$ 3.5 million. The Jamaica Social Investment Fund (JSIF) is the implementing agency.

The objectives of the Inner City Basic Services Project (ICBSP) are to improve access in targeted poor inner-city communities to basic services including reliable portable water, sanitation, solid waste management, road infrastructure and related community-based services; to reduce the incidence of crime and violence and to strengthen community capacity to develop, manage and maintain basic infrastructure.

To achieve these objectives, the project will:

  • Upgrade and improve water supply distribution systems, sanitation, solid waste collection systems, regularization of electricity, street lighting, drainage, secondary and tertiary roads, and construction of community multi-purpose and recreational facilities;


  • Through partnership with existing micro-finance entities facilitate access to micro-finance for community members wishing to engage in economic ventures or to expand existing businesses. At a later stage this component will also provide funding for incremental home improvement for residents;


  • Enhance public safety through mediation and conflict resolution, vocational and skills training, job placement, youth programmes and family support programmes including parenting, life skills, drug-abuse and domestic violence prevention;


  • Undertake a pilot programme to regularize tenure where a large number of persons occupy Government lands thus increasing security of tenure for those residents.



The Inner City Basic Services Project (ICBSP) will be implemented in twelve pre-selected communities across the island. These communities are:

Eligibility Criteria and Selection of Beneficiaries

The selection of project communities was led by the Planning Institute of Jamaica (PIOJ) and involved the Ministry of National Security, the Social Development Commission (SDC) and JSIF.

The selection criteria were:

  1. poverty levels;


  2. access to household water connections;


  3. crime and violence characteristics (levels and ability to intervene);


  4. strength of community-based organizing;


  5. tenure considerations associated with the settlement.
The aim of the selection process was to ensure that high priority areas with respect to public safety were given preference.
